The Kansas State Troopers Association
is a professional organization of 
Kansas State Highway Patrol Troopers and 
Kansas Mobile Motor Carrier Inspectors.

 


 
OBJECTIVES & MISSION:
  • To foster, protect and promote the welfare, safety, and work-related interests of Kansas Highway Patrol Troopers.
  • To encourage and promote the constant improvement of public service by the Kansas Highway Patrol.
  • To foster and encourage a high degree of skill and efficiency, to cultivate friendships among its members, and to promote harmonious relations between all members of the Kansas Highway Patrol.

HISTORY

The Kansas State Troopers Association had its beginning in March of 1979 when several troopers initiated a show of interest with letters to all troopers of the Kansas Highway Patrol. The response indicated there was interest when 63 of the approximately 280 troopers indicated they would be members of such an organization. There was a general consensus among the troopers that an employee organization could improve the communication process and expand the ability to voice concerns in an organized and systematic way. A meeting was held in Wichita KS and all interested troopers were invited to attend. At this meeting an executive board was elected and instructed to proceed with organizing an association.

In the early years the association's leadership strategy was that it would not be necessary to invoke the full potential of the Kansas Public Employee Relation Board law. The idea was that a simple employee organization could influence improvements in communications and other benefits. That was true to some degree and the association influence was in evidence; however, it soon became apparent that the long range goals to be a working and viable organization would require the greater recognition offered und the Kansas Public Employee Relation Board laws. The association faced the prospect of a limited ability to function or to initiate the balance of the public Employee Relation Board laws and become a "Recognized Employee Organization" which requires greater obligations of acknowledgment by management. In February of 1982 the association membership circulated petitions calling for a statewide election to determine if troopers would choose the association to be their authorized representative in matters of salaries, working conditions and benefits. The voting occurred in June of 1982 and was in favor of the troopers association as the troopers authorized representative. The first meet and confer proceedings between the KSTA and the KHP were in October of 1983.

In 2004 after petitioning the Kansas Public Employee Relation Board, the Kansas Mobile Motor Carrier Inspectors became part of the Kansas State Trooper's Association.

The troopers and inspectors are proud of the reputation that the association has established with management , the legislature and those with whom it has conducted business. The growth of the association has been steady with present membership ratios equal to or exceeding that which is experienced in other states. The accomplishments and acceptance of the troopers association is a good reflection of the worth of the organization.
